Norilsk, 26 February 2025 — Nornickel has presented a new residential building to the Norilsk city administration, marking a new milestone in the city’s large-scale renovation programme. The news comes as the first residents receive keys to three other new apartment blocks built from the ground up under the city’s renewal plan.

The new building, located at 23 Pavlov Street, is in a high state of readiness. Construction, installation, commissioning, and comprehensive testing were completed in late 2024. The building is equipped with modern elevators and utilities. The ground floors feature apartments designed for people with limited mobility, and the entrance areas are fitted with special lifts. The apartments are fully finished and include convenient built-in wardrobes. A total of 46 families will receive keys to their new homes in this building.

“Today, we had our first joint meeting with our colleagues from the city administration and the management company. We familiarised ourselves with the facility, its utility systems and specifications. A dialogue on organising subsequent work has begun,” said Sergey Tkachenko, Vice President and Head of Nornickel’s Krasnoyarsk Branch.

This is another step in the renovation of the Arctic city, which is part of the Comprehensive Plan for the Socio-Economic Development of Norilsk. The corresponding agreement was signed in 2021 between the Ministry for the Development of the Russian Far East and Arctic, Nornickel, the government of the Krasnoyarsk Krai, and the Norilsk city administration. The Comprehensive Plan provides for RUB 120.1 bn in investment, including RUB 24 bn from the federal budget, RUB 14.8 bn from the consolidated budget of the Krasnoyarsk Krai, and RUB 81.3 bn from Nornickel. These funds are being used to build housing and social facilities, as well as to modernise municipal infrastructure.

Yesterday, the first residents moved into three other new six-storey buildings, each containing 46 apartments. They were constructed using modern technologies tailored to Arctic climate conditions, with pile foundations reaching a depth of 20 metres. The entrances are equipped with smart heating substations. The first 29 families received their keys in a festive ceremony.

“Civil construction has been dormant in our city for over 30 years. It is very important for Norilsk that the construction of new buildings has begun, using modern technologies that meet the latest requirements and cater to the needs of all population groups. As always, we are working in very close cooperation with Nornickel, resolving all issues promptly,” noted Andrey Dobrovolsky, Deputy Head of Norilsk for Urban Economy.

“The Comprehensive Plan is a living document that is constantly evolving based on project design outcomes. It is also being adapted to new realities. However, there is no doubt that the plan will be implemented in full, with the funding originally envisaged, primarily from the Company’s side,” added Sergey Tkachenko.

Three more apartment buildings are in the pipeline and will be commissioned by Nornickel by the end of 2025. In addition, the Company is building and upgrading socially significant facilities in education, healthcare, and culture in Norilsk. The Company’s 90th anniversary year promises to be a year of many housewarmings for Norilsk residents.
